Health Action Council offers a suite of Group Purchasing Programs for our employer members. Health Action Council’s current PBM contracts with CVS/caremark and OptumRx originated January 1, 2017.  Since that time, Health Action Council has conducted 2 pricing market checks, and one price and contract review market check which included a contract extension until December 31, 2021.

As the end date of our contracts is approaching, Health Action Council has begun the Pharmacy Benefit Management RFP process. Every 5 years, Health Action Council has conducted a full request for proposal (RFP) to ensure that contract definitions remain current, terms and conditions balance in favor of members, and our members are compliant with procurement needs since we have both public sector and private sector (publicly traded) members using the PBM program.  The HAC Board of Directors has authorized us to move forward with the PBM RFP process.

To prepare, Health Action Council first completed an RFP for the PBM Consultant who will assist in running the PBM RFP. As a result, we have hired Excelsior Solutions to take on this project in conjunction with HAC staff.

The objective is to provide adequate time for members to review, understand and implement a new PBM vendor in the event Health Action Council members decide to not renew with either CVS/caremark and/or OptumRx.  
The goal is to have the PBM(s) selected no later than October 15, 2020. This affords members approximately 14 months to assess their options and select their PBM vendor for January 1, 2022.
